Outcomes Based Accountability (OBA)

Background Information

Centre for Excellence and Outcomes (C4EO) works in children and young people’s services to support improvement in the delivery of children’s services. It works to support and challenge the sector by sharing best practice and collating performance management evidence to promote efficiency.

Purpose

To improve outcomes for Children, Young People and Families through the use of Outcomes Based Accountability.

Aims and Objectives

To increase the confidence of C4EO Sector Specialists to use OBA ideas and approaches to make a difference to children’s lives through the direct work they will be doing with children’s service professionals across England. It provides key staff working on behalf of C4EO with a clear appreciation of OBA, the way it works and how it can be used for outcome improvement.

Activities Delivered

  • Training sessions delivered to sector specialists to specialists in early years, disability and vulnerable children specialists, to delegates with no prior knowledge of OBA methodology to:
    - Provide knowledge, confidence and materials on OBA
    - Work through assignment examples that can be applied to different areas of working
    - Show evidence of the effectiveness of OBA
  • Provide a pack of practical OBA tools, templates and resources
  • Development of presentation materials on OBA for C4EO regional knowledge workshops
  • Follow-up support for Sector Specialists including mentoring and further training
  • Training of staff working on behalf of C4EO
  • Development of e-learning materials, including an OBA toolkit, case studies and Turning the Curve exercises

Methodology and Tools

OBA Toolkit produced with a number of learning, development and performance monitoring tools adapted for this task.

Conclusions and Recommendations

An improved knowledge of and confidence in the OBA approach within sector specialists and C4EO staff, including performance measures and practical skills which can be applied to particular assignments carried out by C4EO for Local Authorities, Children’s Trusts and a variety of other organisations.
Increased focus on the improvement of outcomes for children, young people and families, through the implementation of the Every Child Matters agenda. The development of a new culture of thinking, behaving, delivering and providing services based on new ideas, skills and leadership styles An OBA toolkit and online information on the Outcomes Champions Programme and OBA, including e-learning tools, case studies, and exercises, which is generally available and which has been used by over 500 people to date.

Transferable Benefits

The OBA methodology is designed to be relevant to all scenarios within children’s and adult services where the aim is to move from talk to action. It works at both service and a community level, engaging practitioners, managers and local people across a variety of services and departments to promote information-sharing and the development of shared objectives and responsibilities. It can be applied to numerous settings, including rural and urban, individual services, inter-agency partnerships and children’s trusts. An outcomes framework can save time and money, improve inspection results and help organisations to meet statutory requirements.
